Free Software for Audio Editing (Audacity): http://audacity.sourceforge.net/

...and the online tutorials can be found here: http://audacity.sourceforge.net/help/tutorials

How do you get an RSS feed? Try http://www.blogger.com/
All you have to do is upload your mp3 to your school's website, then link it to the blog. Once you do that, you'll have an RSS compatible "feed" that can be read by the next website:

Reads your RSS feed and makes your Podcast available to Podcasting aggregators like iTunes. Note: to have your feed show up in the iTunes Podcast "store" (free), you do need an iTunes account to "register" your Podcast. This just keeps the junk out. Again, no cost to you.

One tip from a fellow Podcasting teacher at PETE&C: For $5 a month, you can do the blogging and feedburning in one step: http://slapcast.com/ Interestingly enough: Slapcast allows you to "phone in" your Podcast. Might even be useful to record phone conversations into a Podcast. To paraphrase Hall Davidson, next time you catch a kid with a cell phone, make them use it to Podcast their next assignment.
